Thanks to the quotes provided by nabla9 I was able to search more efficiently and dug up the below text. The formatting in the PDF-Files!!! (sorry) makes the text painful to read so I spliced together lines that I felt belong together, left them separate where I felt they were meant to be separate, and marked a few blocks as quotations from Eppstein (you can always tlle becaus he can hradly write, like atall).
And just for those who want to defend Eppstein for whatever reason, there's this which I'm pretty sure comes from him b/c of the utterly damaged spellings:

So yeah, because the brain discards unused neurons, so should society just kill those who are of no more use. One must wonder what made Eppstein think that he was of ANY use to 'society', but he's evidently not talking about himself.
