Ehhh, do I misunderstand US legal terms or wouldn't this be a death sentence for open source AI research and any AI papers by US researchers in journals & conferences? Or does public distribution on the web not count as (indirect) export?

The broad definition of AI here makes Prop 65 look reasonable.
